Why a single minimum misleads
Jordan's investor citizenship comes with nine capital minimums and one headcount test. The lowest is JOD 350,000, for an established business outside the Capital Governorate. The highest is JOD 3,000,000 per partner, for medical or food logistics warehousing. The tenth route counts people instead of dinars: 150 Jordanian employees in the Capital Governorate, or 100 outside it. 1
The current rules come from a Cabinet decision of 15 July 2026. By the state news agency's count that day, 681 investors had received citizenship since the program began in 2018. 4

Read the capital figure first, then the conditions that come with it. Every minimum below comes from the ministry's criteria page on 13 September 2026. The dollar column uses the peg of JOD 0.709 per US dollar. It has held since 1995, as Jordan Daily reported on 9 April 2025. 1, 2

Capital committed is different from money spent. The dinars in the table go into business assets, shares or a project. Wages, audits, premises and professional fees are spent, and they come on top. MMT's real cost of citizenship by investment separates the two, so a comparison with other programs sets like against like.
What employment requirements apply to each route?
Every business route is also a hiring plan, counted in Social Security Corporation records. For an existing investment, the ministry sets two tiers, and a business must meet both. 1
- Every month: at least 90% of the required Jordanian employment level, maintained in each month throughout the last three years. 1
- On average: at least 20 Jordanian employees across the three years in the Capital Governorate, or at least 10 outside it. 1
- Two projects: an investor with one project in the Capital Governorate and another elsewhere can count the two workforces together. The Capital Governorate criteria then apply. 1
The other routes set their own hiring tests. A new project needs 20 Jordanian jobs in the Capital Governorate or 10 outside it. New shares in an existing project must create at least 20% new Jordanian employment. Amra City asks for 20 Jordanian jobs, with a four-month grace period from the start of operations. 1
The two warehousing routes need 20 jobs in the Capital Governorate or 10 outside, with 36 consecutive months of operation. The high-employment route is the headcount itself. It needs 150 Jordanians employed directly in the Capital Governorate, or 100 outside. Each must be registered with the Social Security Corporation for at least a year, and the number must hold for two consecutive years. 1
New projects and share purchases: routes and timing
A new investor's path runs through a temporary passport first. Three routes give a three-year temporary Jordanian passport before citizenship: a new project, new shares in an existing project, and Amra City. Citizenship is then recommended once the ministry verifies continued compliance. 1
Qualify the investment
A new project in a productive sector needs JOD 700,000 and 20 Jordanian jobs in the Capital Governorate, or JOD 500,000 and 10 jobs outside it. New shares in an existing productive project need JOD 1,000,000, at least JOD 500,000 of it in new fixed assets, and at least 20% new Jordanian employment. Amra City needs JOD 1,500,000 in any economic activity and 20 Jordanian jobs. 1
Amra City only: start on temporary residency
Amra City investors hold temporary residency before the passport, and the job count has a four-month grace period from the start of operations. 1
Hold the temporary passport for three years
Keep the investment and the jobs in place through all three years, with payroll and asset records for every month. New shares also carry a three-year holding restriction. 1
Receive the recommendation
Citizenship is recommended once continued compliance is verified. 1
New shares bring more paperwork. The investor must be new to the company's commercial registration and must file a feasibility study and the prior-year audited accounts. 1
A business aged one or two years sits between new and existing. Its investor can take a temporary passport for the time left until the three-year mark. The other choice is to wait until the business reaches three years and apply as an existing investment. 1
What the stock-market restriction means for your capital
The stock-market route asks for JOD 1,500,000 (USD 2,115,656), then keeps the money in the account for five years. The money goes into newly issued shares of Jordanian companies, and the rules cover every step from purchase to withdrawal. 1, 2

The July 2025 terms come from an Amman law firm's summary of the change, published 16 July 2026. The current terms are the ministry's published criteria. The largest-holding row multiplies each minimum by its cap.
Check the broker and the record for yourself. The Jordan Securities Commission requires licensed brokers to keep client funds in bank accounts separate from the firm's own. It also publishes the register of licensed companies. The Securities Depository Center's e-portfolio service shows your securities accounts and executed transactions online. How much does property residence cost in Jordan?
Property buys a five-year renewable residence permit, listed on the same ministry page as citizenship. Three purchase types qualify, each with its own minimum. Jordan's state news agency reported the same three figures on 15 July 2026. 1, 4

The Department of Lands and Survey appraises the qualifying property; both the ministry's page and Petra's report tie this appraisal to the property routes generally, not to one route alone. Acquisition costs and upkeep come on top, so price them before paying a deposit.
The permit runs five years, and the property stays yours for all five. The criteria bar selling or mortgaging it during that time. At renewal, you must still own the same property or one of equivalent value. Residency extends to eligible family members. 1
Choose property when the goal is a home base in Jordan; choose a business route when the goal is a passport. Property here leads to residence. Citizenship comes through the business, share, Amra City, warehousing and employment routes, each with the conditions set out above. 1
Running costs and the exit plan
Payroll is the cost that keeps running. Jordan's statutory minimum wage is JOD 290 a month. It took effect on 1 January 2025 and stays fixed through 2027. It covers workers under the Labour Law. The exceptions are garment-sector workers under their own agreement, and non-Jordanian domestic workers, cooks and gardeners. The table uses it as an illustration of the lowest base pay the required jobs can carry. 3

Each row multiplies the jobs by JOD 290, then by the months in the period. The period is the three-year temporary passport or the two-year headcount period. Base pay only: social security contributions, pay above the minimum, premises and utilities come on top. Amra City's four-month grace period and temporary residency stage sit outside the 36 months. A period that starts in 2026 runs past 2027, when the rate's fixed period ends, so read these totals as a floor.
Build the operating budget beside the qualifying one. Wages above the floor, social security contributions, premises, utilities, audits, company registration, translations and travel all belong in a cash-flow plan. Ask the Social Security Corporation for the employer's contribution rate, and price the other lines from local quotes.

- A household reserve outside any restricted share account, because stock-market funds stay restricted for five years. 1
- An exit plan for selling the business, the shares or the property once each holding period ends.
Plan the exit before signing. New shares carry a three-year holding restriction, stock-market funds a five-year one, and residence property five years unsold. When a holding period ends, the sale still needs a buyer. Get a commercial valuation of the business or shares alongside the legal work. 1
For a household that moves, three years of compliance are three years of life in Jordan. Family eligibility and tax
The application can carry a family, within set limits. Under the criteria reported on 15 July 2026, these relatives are eligible for citizenship alongside the investor. 4

- Unmarried sons under the age of 24 at the time of application 4

Above JOD 2,000,000 (USD 2,820,874) invested, the list grows. The investor's sons up to the age of 30 become eligible too, along with their wives and children. The two warehousing routes pass that line at their JOD 3,000,000 minimum per partner. The JOD 1,500,000 routes need a larger investment to cross it. 4, 1, 2
Property residence extends to eligible family members as well. The ages above come from the citizenship criteria, and the report names a wife but not a husband. Ask the ministry in writing whether a husband can be included, and which relatives a residence permit covers, before the household moves. 1, 4

Program status in 2026: changing rules and US entry
The rules move by Cabinet decision. The current thresholds come from a Cabinet decision of 15 July 2026 on investor criteria. That decision sits apart from Jordan's Nationality Law. The same reform made the Ministry of Investment the sole window for every investor file. 4, 5
The stock-market route shows how fast the numbers move. It was JOD 1,000,000 under the July 2025 criteria and rose to JOD 1,500,000 in July 2026. Reread the ministry's page before paying anything. 5, 1
US entry: as of 13 September 2026, Jordan is absent from the December 2025 proclamation. Presidential Proclamation 10998, signed 16 December 2025, restricts entry for nationals of countries on four lists. One of its lists partially restricts entry for 15 countries, Dominica and Antigua and Barbuda among them. The entry for Dominica cites its history of citizenship by investment without residency. Jordan sits on none of the four lists. 8

Is JOD 350,000 the price of Jordanian citizenship?
It is the lowest capital threshold, and it belongs to an existing investment outside the Capital Governorate. The test is the investor's share of eligible fixed and non-current tangible assets, averaged over the last three audited years. The business also needs an average of at least 10 Jordanian employees. A project started now begins at JOD 500,000 outside the capital. 1
How long does the route to Jordanian citizenship take?
The criteria count compliance years. An existing investment brings three audited years of history to the application. A new project or a new share purchase holds a three-year temporary passport before the citizenship recommendation. Amra City adds temporary residency before its three-year passport. Ask the ministry in writing for its processing time at each stage. 1
Why do some pages list JOD 1,000,000 for the stock-market route?
That figure belongs to the July 2025 criteria, which also allowed 20% per company and a three-year restriction. The Cabinet decision of 15 July 2026 raised the route to JOD 1,500,000. It also cut the cap to 10% per company and set a five-year restriction on withdrawals. 5, 1
Can two partners share one JOD 3,000,000 warehousing investment?
No. The medical and food logistics routes set the minimum per partner, so each partner needs their own JOD 3,000,000 (USD 4,231,312). Each route also asks for 36 consecutive months of operation and 20 Jordanian jobs in the Capital Governorate or 10 outside. 1, 2
Are the US dollar amounts official?
The ministry publishes its thresholds in Jordanian dinars. The dollar figures on this page convert at the peg of JOD 0.709 per US dollar. Jordan Daily reported on 9 April 2025 that the peg has held since 1995. The conversions last as long as the peg does. 2, 1

Can my spouse and children be included?
The criteria reported on 15 July 2026 name the investor's wife, dependent daughters, unmarried sons under 24 at the time of application and dependent parents. Above JOD 2,000,000 invested, sons up to 30 qualify too, with their own wives and children. The report names a wife but not a husband, so ask the ministry in writing whether a husband can be included. 4
