  • USD 90,000 is the principal applicant's contribution until 31 December 2026. That is USD 25,000 below the standard contribution of USD 115,000. 1, 2

The proclamation partly restricts US entry for nationals of Dominica, citing its citizenship by investment without residency. Nauru, the country behind the program

About 12,000 people live on Nauru's 21 square kilometers of land. The island sits in the Central Pacific, south of the Marshall Islands. The program's site calls it the world's smallest independent republic. Its currency is the Australian dollar, and it has been independent since 1968. 6

The program rests on a 2024 law, the Naoero Economic and Climate Resilience Citizenship Act. A Program Office runs it and reports to the President and Parliament. 6 Nauru's climate minister unveiled it at the COP29 climate talks in Baku. 7

The program's site uses the name Naoero throughout. Nauru's Justice Department uses Nauru, and so does this page. 5, 8

The contributions go to the Naoero Treasury Fund. The program says the fund pays for projects that grow the economy and build climate resilience, including infrastructure and new industries. 1 Its About page names four priorities for those new industries. 6

What's the current contribution offer?

USD 90,000 is the contribution for a principal applicant. The program lists it as a limited time offer available until 31 December 2026. Behind it sits a USD 25,000 discount on the contribution amount. The discount applies from 3 February 2026 to all current or new applications filed prior to 31 December 2026. 1

Add the discount back and the standard contribution is USD 115,000 (USD 90,000 plus USD 25,000). 1, 2

The contribution is one of five fee lines. Each line has its own tiers, set by age, family size or role. 1

Tiers follow the program's own wording, including the benefactor tiers; ask the agent who counts as a benefactor. Costs outside this schedule include the agent's advisory fee and personal documents. 1, 3

For one applicant, the listed fees come to USD 102,700. That is the USD 90,000 contribution plus USD 5,000 to apply, USD 6,000 for due diligence, USD 1,200 in bank charges and USD 500 for the passport. 1

That total covers the program's schedule only. Expect an agent's advisory fee on top. The program says the agent lays out the full costs at the first meeting. Police certificates and other personal papers are yours to gather and pay for. 3, 5

Who counts as an eligible family member?

The principal applicant must be at least 18. The application can also include a spouse, dependent children, parents and siblings, each for additional fees. 5 For the detailed test of who counts as a dependent, the FAQ sends readers to an agent.

Age 16 is the line to watch. From 16, a family member pays a contribution add-on and a due diligence fee. They also go through the background checks and can be called for an interview. 1, 3, 5 Here is what each person adds, line by line.

  • Each dependent aged 16 or over: USD 7,500. That is USD 2,000 in contribution, USD 2,000 to apply, USD 3,000 for due diligence and USD 500 for a passport. 1
  • Each child under 16: USD 2,500, which is the USD 2,000 application fee plus a USD 500 passport. 1
  • Each sibling of the principal applicant or their spouse: a USD 15,000 contribution and a USD 500 passport, plus any other fees the agent confirms for a sibling. 1
  • The household's bank charge: USD 1,200 for a principal applicant alone, USD 1,700 with up to three dependents and USD 2,200 with four or more. 1

How much does a family application cost?

Multiplying the sole-applicant total overstates a family's bill. A couple with two children under 16 pays USD 115,700 in listed fees. That is USD 13,000 more than one applicant alone. The children add only an application fee and a passport each. 1

Swap one child under 16 for a 17-year-old and the total rises to USD 120,700. The contribution line gains USD 2,000 and due diligence gains USD 3,000. 1 Siblings are the largest add-on. One sibling's USD 15,000 contribution is more than a spouse and two young children add together. 1

How does due diligence screening work?

Everyone aged 16 or over is checked. Three groups run the checks: the Program Office's Compliance Officers, the Naoero Police Force and outside firms that check for money laundering and background issues. 3 The due diligence stage takes 1 to 2 months in the program's own estimate. 3

An applicant must meet every published requirement to be approved, so any one of these records or risks blocks approval. 3

  • A conviction for an offence punishable by 12 months or more in prison 3
  • An ongoing investigation or charge for an offence carrying 12 months or more in prison 3
  • Charges or convictions at the International Criminal Court
  • Listing by Interpol, Europol or another international crime agency
  • Terrorism financing or proliferation financing
  • Sexual offences against children
  • Citizenship of a high-risk country listed by the UN Security Council
  • A listing or beneficial ownership under UN Security Council targeted financial sanctions
  • A threat to national security, the public interest or public health
  • A guilty finding, charge or indictment at any time, or a current investigation, for terrorism, money laundering, terrorism funding, crimes against humanity, war crimes or human rights crimes 3

Which police certificates do you need?

The police certificate follows your address history. You need an original, valid Police Clearance Certificate from each country where you lived more than 6 months in the last 10 years. 5 Start with a dated list of every country you have lived in. Then request the slowest certificate first.

Will you have an interview?

Yes, if you are the principal applicant. An approved due diligence firm holds the interview, virtually or at an approved location. A dependent aged 16 or over can be asked to attend too, if the Program Office sees the need. 5

When do you pay the fees?

The money moves in two main payments. The application and due diligence fees go in with the application. The contribution and passport fees come later. They are due once your agent passes on the Letter of Approval in Principle and its payment instructions. 3

The bank due diligence fee and transaction charge is the open question. The program's pages give the amount but not the due date, so ask the agent for that date in writing. 1, 3

What are the steps to citizenship, and how long do they take?

Approval in principle opens the payment stage. It follows the review and the decision. The contribution, the oath and the passport come after it. The whole route runs through your licensed agent. 3, 5

  1. Submission through a licensed agent

    All applications go through an agent, together with the application fee and the due diligence fee. 5, 3

  2. Due diligence and interview

    Checks run on everyone aged 16 or over, and the principal applicant is interviewed. 3, 5

  3. Risk assessment and decision

    The Program Office assesses the risk and recommends approval or rejection to the Minister. The Registrar reviews the application and submits it to Cabinet, which makes the final decision. 3

  4. Approval in principle

    A Letter of Approval in Principle arrives through the agent, with instructions to pay the contribution and passport fees. 3

  5. Oath and certificate

    The Oath or Affirmation of Allegiance comes before the citizenship certificate is conferred. It can be taken in person, by audio-visual link, or before a notary or other prescribed person. 3

  6. Passport

    Passport issuance is the separate, final administrative step. 3

The program puts the route at 3 to 4 months from submission to citizenship approval. The pace depends on complete documents and on how fast due diligence runs. 3 Keep your current passport and visas valid until the new passport is in your hands.

The program sets no residency requirement. 5 That answer covers eligibility for citizenship. Where you live and where you owe tax are separate questions. Citizenship, residency and tax residency sets the three apart.

Licensed agents and the advertising rule

The Program Office licenses the agents and publishes the list. On 13 September 2026 it named 53 firms and individuals, each with a link to its website. 9 The office can also publish a Prohibited Agent List of agents removed for breaking marketing guidelines, for unethical practices or for other breaches of the Agent Licence Agreement.

Your file reaches more than one office. The data controller is Naoero Program Office (NZ) Limited, a New Zealand company with registration number 9272151. 10 It shares applicant data with government agencies in Nauru. It can also share it with agents, service suppliers, banks and legal, tax, real estate and immigration advisers.

Is Nauru on the US travel restriction list?

As of 13 September 2026, Nauru is absent from Presidential Proclamation 10998. Dated 16 December 2025, it restricts US entry for nationals of the countries it lists. 4

Dominica and Antigua and Barbuda are among the 15 countries it newly restricts in part. For Dominica, it suspends entry as immigrants and on B-1, B-2, B-1/B-2, F, M and J visas. Its stated reason is that Dominica “has historically had CBI without residency.” 4

Nauru's program shares that no-residence design. Recheck the proclamation's lists before you count on a new passport for a US trip. 5, 4 The Dominica citizenship by investment page covers what the restriction means there.

Frequently asked questions

Has the USD 90,000 offer deadline moved before?

Yes, by one licensed agent's account. Its page says the offer first ran to 30 June 2026, then was extended to 31 December 2026. The program's own page calls it a limited time offer, so check the current end date there. 2, 1

Why do some pages quote USD 95,000 or USD 120,000?

A licensed agent's page quotes one “minimum investment” that folds the USD 5,000 application fee into the contribution. That gives USD 95,000 under the offer (USD 90,000 plus USD 5,000). At the standard rate it gives USD 120,000 (USD 115,000 plus USD 5,000). It is the same schedule, added up differently. 11, 1

Do you need to travel to Nauru at any stage?

The published steps offer remote options at the two points that involve you in person. The interview can be held virtually, and the oath can be taken by audio-visual link or before a notary or other prescribed person. 5, 3

Can you keep your current citizenship?

On Nauru's side, yes. The program's FAQ says Naoero allows dual citizenship, so you can keep your current nationality. Your current country sets its own rules on holding a second one, and those rules decide the other half. 5

How long is a Nauru passport valid, and where is it renewed?

The passport is valid for 10 years for all applicants. Renewal goes through the Program Office or an embassy or consulate, with or without an address in Nauru. 5

Where is applicant data stored, and who handles complaints?

The privacy policy says applicant data is stored in Switzerland. The policy is issued under New Zealand's Privacy Act 2020 and the EU's GDPR. If the Program Office leaves a complaint unresolved, it can go to New Zealand's Privacy Commissioner. 10
