What does the St. Kitts citizenship program cost?
The published minimum is US$250,000, for a main applicant or a family of up to four. Two routes share that number: the Sustainable Island State Contribution, or SISC, and the Public Benefit Option. Property costs more. An approved development, condominium unit or share starts at US$325,000, and an approved single-family home at US$600,000. 1, 2, 3, 7 The Citizenship by Investment Unit (CIU) publishes each minimum on its route pages. The program itself dates from 1984. 8
| Route | Minimum (US$) | What the money buys | Holding rule |
|---|---|---|---|
| Sustainable Island State Contribution (SISC) | 250,000 | A contribution for a main applicant or a family of up to four | None |
| Public Benefit Option | 250,000 | A unit in an approved public benefit project, paid to the CIU | None |
| Developer real estate | 325,000 | Property in an approved development, per main applicant, paid to the developer | Resaleable after seven years |
| Private real estate: condominium unit or share | 325,000 | Property designated Approved Private Real Estate | Seven years minimum |
| Private real estate: single-family home | 600,000 | Property designated Approved Private Real Estate | Seven years minimum |
Minimums only. Due diligence, post-approval fees, biometrics and agent fees come on top. The family section below prices extra dependants.
The headline leaves out the per-person fees. Count every person. On the SISC, Public Benefit Option and developer pages, due diligence costs US$10,000 for the main applicant and US$7,500 for each dependant aged 16 or over. 1, 2, 3 The Public Benefit Option adds post-approval fees for a spouse and dependants, and the developer route adds them for the main applicant too. Every new application also includes a biometric appointment. 2, 3, 4
| Fee | SISC (US$) | Public Benefit Option (US$) | Developer real estate (US$) |
|---|---|---|---|
| Due diligence, main applicant | 10,000 | 10,000 | 10,000 |
| Due diligence, each dependant aged 16 or over | 7,500 | 7,500 | 7,500 |
| Post-approval fee, main applicant | None listed | None listed | 25,000 |
| Post-approval fee, spouse | None listed | 15,000 | 15,000 |
| Post-approval fee, each dependant under 18 | None listed | 10,000 | 10,000 |
| Post-approval fee, each dependant aged 18 or over | None listed | 15,000 | 15,000 |
Biometric fees come on top on every route; the biometrics section prices them.
To compare other programs, start with citizenship by investment countries. The worksheet at the end of this page prices one family on three routes.
Where does the St. Kitts program stand in 2026?
The CIU's December 2025 update is ahead of its own application pages. Its Quarterly Chairman's Update introduces a mandatory genuine-link requirement, under which citizenship is granted on “a demonstrable, substantive, and ongoing connection to the Federation.” It names four parts. 6
- Structured physical presence and residency.
- Meaningful economic activity, such as business establishment and job creation.
- Productive investment aligned with national priorities.
- Long-term social, cultural, philanthropic or national development engagement.
Looking ahead to 2026, the update says the program will begin its transition away from contribution-based pathways and focus on residency- and participation-based routes instead. 6 The application pages read differently. On 13 September 2026, the SISC, Public Benefit Option and eligibility pages list no presence or residency condition. 1, 2, 9 Ask the Authorised Agent for the rule that applies to your file. Get it in writing.

The CIU authorizes International Marketing Agents to promote the program globally. Three conditions apply. Each agent must renew its authorization every year, submit evidence of anti-money-laundering and know-your-customer compliance, and list its sub-agents and marketing areas. Applications these agents generate must still reach the CIU through Authorised Agents. 10
St. Kitts and Nevis is absent from the US visa bond list. On 18 March 2026, the State Department announced that from 2 April 2026 its visa bond program would cover 50 countries: 12 new nations plus 38 already included. Nationals of those countries post a bond before receiving B1 or B2 visas. 5
The Caribbean programs split. Antigua and Barbuda and Dominica have been on the list since 21 January 2026, and Grenada joined on 2 April 2026. 12, 5 Saint Lucia is absent, like St. Kitts and Nevis. 5 A US Customs and Border Protection bulletin dated 15 January 2026 also leaves St. Kitts and Nevis out. 12
Which investment routes offer St. Kitts citizenship?
The SISC is a contribution of US$250,000 for a main applicant or a family of up to four. Each extra dependant under 18 adds US$25,000, and each extra dependant aged 18 or over adds US$50,000. Due diligence follows the per-person scale above. The SISC page lists no post-approval fees. 1
The Public Benefit Option puts the same US$250,000 into an approved public benefit project. The money buys a project unit and is paid to the CIU. Dependant increments and due diligence match the SISC. The difference is post-approval fees for a spouse and each dependant, set out in the per-person table above. 2
The CIU's page sorts approved projects into four types. 2
- Industry development.
- Construction of real estate on State land.
- Real estate development transferred to State ownership.
- Projects with substantial local impact, such as employment and skills development.
One named project shows the scale. Affordable Housing, by Caribbean Hampton Ltd/ACE Development Ltd, develops affordable apartment residences for citizens. 13 The December 2025 Chairman's Update announced it as a US$10 million project under the Public Benefit Option, supported by financial reporting and ring-fenced funds. 6
For a single applicant, the two routes carry the same published figures. Both ask US$250,000 plus US$10,000 of due diligence. The Public Benefit Option's post-approval fees apply to a spouse and dependants. Each one added widens the gap. 1, 2 For the same routes in Antigua and Barbuda, Dominica, Grenada and Saint Lucia, see Caribbean citizenship by investment programs compared.
How do real estate investments compare to the contribution route?
The property routes ask for more cash and a seven-year hold. In return, the money buys real estate. An approved development needs at least US$325,000 per main applicant, paid to the developer, and the property is resaleable after seven years. 3
This route also charges post-approval fees, starting with US$25,000 for the main applicant; the per-person table in the cost section lists the rest. 3
Private real estate has two floors. A condominium unit or share needs US$325,000, and a single-family home needs US$600,000. Both must be designated Approved Private Real Estate and held for at least seven years. 7
For one family, the developer route needs US$135,000 more than the SISC. A couple with two children under 16 pays US$402,500 on the developer route before biometrics, against US$267,500 on the SISC. 3, 1 The difference is in what the money buys. On the developer route, US$325,000 buys property that is resaleable after seven years. The SISC money is a contribution. 3
The developer route fits a household that wants to own property in the Federation, can hold it for seven years, and has already priced conveyancing and running costs. The SISC fits a household that wants the lowest published cash outlay.

Which family members can be included in the application?
The CIU recognizes five kinds of dependant. 9
- The main applicant's spouse.
- Children under 18.
- Children aged 18 to 30 in full-time education and fully supported by the main applicant.
- Children 18 or over with a physical or mental disability.
- Parents of the main applicant or spouse, aged 55 or over, who live with and are fully supported by the main applicant.
| Each dependant beyond a family of four | SISC (US$) | Public Benefit Option (US$) |
|---|---|---|
| Under 18 | 25,000 | 25,000 |
| 18 or over | 50,000 | 50,000 |
On the Public Benefit Option, each dependant also carries a post-approval fee: US$10,000 under 18 and US$15,000 at 18 or over. Due diligence of US$7,500 applies on both routes for each dependant aged 16 or over.
Birthdays change the bill. At 16, a dependant carries US$7,500 of due diligence; at 18, an extra dependant costs US$50,000 instead of US$25,000. 1, 2 List each person's age, schooling and household before comparing quotes, so every quote prices the same family.
What are the eligibility requirements for St. Kitts citizenship?
The main applicant must be at least 18 and fall outside six exclusions. The CIU's eligibility page excludes anyone who fits one of these descriptions. 9
- Has been denied citizenship of any country.
- Has been denied a visa by a country St. Kitts and Nevis citizens enter visa-free, without obtaining one since.
- Has a criminal record.
- Is under criminal investigation.
- Was declared bankrupt within the past ten years.
- Is involved in activity likely to cause disrepute to St. Kitts and Nevis.
Six nationalities are excluded outright. The CIU cites national security and public safety. It refuses applications from citizens of Afghanistan, Belarus, Iran, Iraq, North Korea and Russia. 9
If the aim is a place to live, read citizenship, residency and tax residency first. It sets the three side by side.
How long does the St. Kitts citizenship application take?
The CIU publishes two clocks. On the SISC page, the CIU says that within 120 to 180 days of acknowledging a submission, it will advise whether the application is approved in principle, denied or delayed. The general application-process page puts the whole process at 3 to 6 months. 1, 15 Ask which clock a quote uses. Then plan school terms and leases around 180 days from acknowledgment to an answer, with biometric enrollment still to come after Approval in Principle. 4
Due diligence and the interview
Due diligence covers the main applicant and each dependant aged 16 or over. Each main applicant attends an interview. Dependants aged 16 or over attend one when the CIU deems it necessary. 1
The answer
The CIU's answer takes one of three forms: approved in principle, denied or delayed. 1 Plan for all three.
Biometric enrollment
Once the application reaches Approval in Principle, the applicant books biometric enrollment. Booking runs through the official government platform. 4
What are the biometric fees and appointment requirements?
Biometric enrollment is part of every new application submitted from 14 April 2026. The Ministry of National Security, Citizenship and Immigration launched the program with the CIU that day. Appointments go through the official government enrollment platform. Any other platform or third-party provider is strictly prohibited. 4
| Applicant | Standard fee (US$) | With the 10% reduction (US$) |
|---|---|---|
| Main adult applicant aged 16 and over | 2,500 | 2,250 |
| Second adult applicant | 2,000 | 1,800 |
| Each child under 16 | 1,300 | 1,170 |
| Couple with two children under 16 (child fee counted twice) | 7,100 | 6,390 |
Standard fees cover both biometric enrollment and the passport upgrade. The reduction is for citizens who complete enrollment between 20 July and 31 December 2026. It applies exclusively to new appointment bookings made and completed in that window. It does not apply retroactively. Standard fees resume from 1 January 2027.
London has a private suite, at a price. The appointment-only service is for citizens of the program. It adds a VIP service fee of US$500, so a main adult's standard fee becomes US$3,000. 4 Travel to any appointment is its own line in the budget.
How do I build a realistic budget for St. Kitts citizenship?
Price one family on the routes you are weighing, with the same people at the same ages. Here that family is a couple with two children under 16. Each column below adds the route's minimum investment, the CIU's published fees for that route and standard biometric fees for all four people. 1, 2, 3, 4 For the method behind a household total, see the real cost of citizenship by investment.
| Line | SISC (US$) | Public Benefit Option (US$) | Developer real estate (US$) |
|---|---|---|---|
| Contribution, project unit or property minimum | 250,000 | 250,000 | 325,000 |
| Due diligence, main applicant | 10,000 | 10,000 | 10,000 |
| Due diligence, spouse | 7,500 | 7,500 | 7,500 |
| Post-approval fee, main applicant | None | None | 25,000 |
| Post-approval fee, spouse | None | 15,000 | 15,000 |
| Post-approval fees, two children under 18 at 10,000 each | None | 20,000 | 20,000 |
| Subtotal before biometrics | 267,500 | 302,500 | 402,500 |
| Biometrics at standard fees: 2,500 + 2,000 + 1,300 + 1,300 | 7,100 | 7,100 | 7,100 |
| Total | 274,600 | 309,600 | 409,600 |
Due diligence is charged on the main applicant and each dependant aged 16 or over. Here that means the two adults. Post-approval fees appear on the Public Benefit Option and developer pages. Outside every column: agent and legal fees, documents, translations and travel to the biometric appointment. The property route also leaves out conveyancing and running costs.
Table view: Three routes, one family of four, in US dollars
| Item | Value (USD) |
|---|---|
| SISC | $274,600 |
| Public Benefit Option | $309,600 |
| Developer real estate | $409,600 |
The gap between the first two bars is US$35,000 of post-approval fees on the Public Benefit Option. The developer bar includes a US$325,000 property purchase, resaleable after seven years. Conveyancing and ownership costs sit outside it. Source: 1, 2, 3, 4
Then add the lines you price yourself.
- Agent and legal fees, in an engagement letter that says what each fee covers.
- Documents, translations and courier costs for every family member.
- Extra due diligence fees when a parent or child sponsors the application. 15
- Extra due diligence fees when part of the wealth comes from cryptocurrency. 15
- Travel to the biometric appointment booked through the official platform, and flights to Robert L. Bradshaw International Airport for any visit to the Federation. 4, 8
- For property: conveyancing, maintenance and seven years of ownership. 3
Keep the budget in US dollars. The CIU prices its fees that way. St. Kitts and Nevis belongs to the Eastern Caribbean Currency Union, and its currency is pegged to the US dollar. 8 The governments of the Eastern Caribbean fixed the EC dollar at EC$2.70 to US$1.00 on 7 July 1976. The rate held at that level through its 50th anniversary on 7 July 2026. 17
Frequently asked questions
Can we add a child born after we become citizens?
Yes. The CIU charges US$7,500 for each dependant child of the main applicant under three years of age, born after the main applicant's Certificate of Registration was issued. Standard processing, due diligence, certificate and passport fees apply on top. 15
Can a parent or child pay for the investment?
Yes, as a financially sponsored application. The file adds a birth certificate proving the relationship. The sponsor also supplies a C1 form, a birth certificate, employment or business documents, proof of address, a 12-month bank statement dated within six months of submission and a bank reference letter. The sponsor faces due diligence too, with fees of their own. 15
Does the CIU accept cryptocurrency as a source of wealth?
In part. The CIU accepts cryptocurrency as a partial source of wealth. It also asks for separate proof of wealth from another source. That source of funds carries extra due diligence fees. 15
What happens if private real estate is sold before seven years?
The unit stops qualifying for purchase in a later citizenship by investment application. The exception is when the Federal Cabinet is satisfied that substantial further investment went into it, through construction, renovation or otherwise. Factor that into any resale plan. 7
Does a second citizenship change US tax obligations?
Not by itself. The IRS states that US citizens and resident aliens are subject to tax on worldwide income from all sources, whether they live in the United States or abroad. The CIU's own overview page says the Federation has no personal income, inheritance or capital gains tax. 18, 8
How stable is the EC dollar peg?
Changing the parity takes unanimous approval from the Eastern Caribbean Central Bank's Monetary Council and its Board of Directors. The Bank must also hold external reserves of at least 60% of its demand liabilities and currency in circulation. The rate has stood at EC$2.70 to US$1.00 since 7 July 1976. 17
