Swim with whale sharks in Mexico: Holbox or Isla Mujeres

Season dates, the 11-meter boat rule, the park fees and four operators' 2026 prices, all read on 25 September 2026, so you can pick an island and budget the morning.

  • The 2026 season opened on 15 May, and Holbox's booking pages close it on 17 September. Mexico's wildlife directorate was preparing 280 to 320 tour permits across the four departure points. 2, 3
  • The day costs almost the same at the dock: 4,035 pesos from Holbox against 4,026.56 from Isla Mujeres, trip, fees and boat included. That is USD 233.98 against USD 233.49 - but the Holbox figure stops at the Chiquilá ferry, and the road from Cancún has no published fare. 4, 5, 6, 7, 8, 9
  • Holbox is the quieter water: 40 boats a day against 120 shared by Cancún, Puerto Juárez and Isla Mujeres. At the 10-passenger cap that is 400 swimmers against 1,200. 2

  • One boat gets 30 minutes with a shark, and one guide watches five swimmers at a time. That rule binds every permitted operator in Quintana Roo. 1

One boat, one shark, thirty minutes

The engine cuts and the guide counts you in. A spotted back the length of a minibus moves past at walking speed, mouth open, filtering. You are one of five swimmers that guide may have in the water, and your boat has 30 minutes with the animal before it moves off and leaves it alone. 1

Two islands sell that morning. Holbox sits on the north coast of Quintana Roo, reached by ferry from the mainland port of Chiquilá. Isla Mujeres sits a short Ultramar crossing off Cancún, about 30 minutes by the timetable. Each island's fleet works its own permitted zone, and the rulebook is federal, so it does not change with the dock. 6, 7, 1

What changes is the crowd, the cost of getting to the boat, and which island you want to sleep on. Every price, date and rule below was read on 25 September 2026 from the operator's own page, Mexico's federal gazette or the national protected-areas service. Pesos convert at the Federal Reserve's 18 September 2026 rate of 17.2454 to the dollar. 9

When is whale shark season in Holbox and Isla Mujeres?

One federal season, four sets of dates on operators' pages, and a narrower window where the sightings are frequent.

The 2026 season opened on 15 May. Mexico's Dirección General de Vida Silvestre was preparing 280 to 320 tour permits for Cancún, Puerto Juárez, Isla Mujeres and Holbox under the 2025 to 2027 management plan. Holbox's own booking page gives the season as 15 May to 17 September. 2, 3

Only the first line traces to the federal authority, through a dated press report naming DGVS and Semarnat. The other three are operators describing their own water.

Book inside the narrower window. Willy's Tours names early to mid June to the beginning of September as the stretch when its trips find sharks off Holbox, and Captain Whale Shark calls 21 June to 15 August the most frequent period off Isla Mujeres. May and mid-September are the thin ends of a four-month season. 4, 5

Holbox: 40 boats a day, and a mainland ferry

Holbox's fleet is capped at 40 boats a day, against up to 120 shared across Cancún, Puerto Juárez and Isla Mujeres. Each permitted boat carries 10 passengers at most, so that cap is 400 people in the water on a Holbox day and 1,200 on the southern zone's. 2

Isla Mujeres alone has an estimated 150 authorized boats, which 300 families depend on directly, and averages about 30 boats a day at the sighting area about 25 miles offshore (the source does not specify nautical or statute miles).

A Holbox trip really starts at Chiquilá, on the mainland. Holbox Express runs the crossing on the hour, 6:30 a.m. to 9:30 p.m. in both directions. The adult fare is 330 pesos, a child pays 200, and a Quintana Roo resident pays 230 with an INE card at the box office. Round trip, 660 pesos, USD 38.27. 6, 9

Then the island itself charges. CONANP collects 225 pesos per person per day for the Área de Protección de Flora y Fauna Yum Balam, the federal reserve that takes in Holbox. Children under 12, seniors, retirees and disabled visitors are exempt. Students and teachers with a valid card pay half. 8

That is 100 pesos a day more than the reef park at Isla Mujeres charges, and Holbox's operators have said so publicly. In July 2026 José del Carmen García, speaking for the Holbox tourism cooperative Ensueño del Caribe, put comparable Mexican Caribbean reserves at 120 to 160 pesos against Yum Balam's 225, and asked authorities to review the rate without cutting the money conservation runs on. 10, 11

One line you have to price yourself: no operator or transport authority publishes a bus, colectivo or shuttle fare from Cancún or the airport to Chiquilá. The only figure MMT found was a tour company's private transfer at 3,500 pesos. Get the mainland leg quoted before you compare the two islands on money.

Isla Mujeres: half an hour from Cancún, and the busier zone

Ultramar's Ultraplan ticket from Puerto Juárez is 55 pesos one way, 110 round trip, plus a 36.56-peso municipal sanitation fee, charged once per round trip. Boats sail roughly every 30 minutes through the afternoon, thinning to hourly from 6 p.m. to the last 11 p.m. departure; the first boat leaves at 5:30 a.m., the next at 6:30 a.m., and the last one back from the island goes around midnight. 7

That schedule is why Isla Mujeres suits a reader based in Cancún. A 6 a.m. crossing puts you on the island dock in time for the 8 a.m. departure run by On Isla Mujeres Water Tours, back between 2 and 4 p.m. The Hotel Zone piers sell the same island at Premium Plus only, 290 pesos one way and 580 round trip. The trade for that convenience is company on the water. Isla Mujeres has an estimated 150 authorized boats, which 300 families depend on directly, and averages about 30 boats a day at the sighting area about 25 miles offshore (the source does not specify nautical or statute miles). Add the Cancún and Puerto Juárez fleets and the zone's ceiling reaches 120 boats. 2

The reef fee is a separate ticket. CONANP charges 125 pesos per person per day for the Parque Nacional Costa Occidental de Isla Mujeres, Punta Cancún y Punta Nizuc, the reef that rings the island. The sharks gather far outside it. Snorkel the reef on the same day and you pay it; MMT's marine park fees guide covers the lines a snorkel budget forgets. 10, 2

How much does a whale shark tour cost on Isla Mujeres or Holbox?

Four operators publish a shared-trip price. The island is not what sets it.

The four published shared trips sit inside a USD 64.99 band. On Isla Mujeres Water Tours charges USD 160 a person, refreshments and lunch included, leaving at 8 a.m. Captain Whale Shark charges 3,580 pesos plus a 300-peso dock and conservation fee at check-in, which is 3,880 pesos, USD 224.99. 12, 5, 9

On Holbox, Willy's Tours prices its 2026 communal trip at 3,150 pesos, all taxes included, for ages 10 and up. VIP Holbox shows on its booking partner's page from 3,400 pesos, cut from 3,850 on selected days, with another partner operator listed from 2,900. 4, 3

A private boat pays off only with the seats full. Willy's 27-foot boat holds 6 at 20,200 pesos, which is 3,366.67 pesos a head, USD 195.22. Its 33-foot boat holds 9 at 28,850 pesos, or 3,205.56 each, USD 185.88. On Isla Mujeres Water Tours charges USD 1,600 for up to 10, USD 160 a head at capacity. What are the rules for swimming with whale sharks in Mexico?

NOM-171-SEMARNAT-2018 is the rulebook, and it follows the boat rather than the dock. It fixes the boat's size, the guide's ratio, the distances and the clock. An operator who breaks it is risking the permit that lets it sail. 1

The 30-minute limit is what shapes the morning. Boats take a turn and move off, which is why the smaller zone matters: Holbox's cap is a third of the southern zone's, so fewer boats sit ahead of yours. 1, 2

Which island should you pick?

On the day the two islands land 8.44 pesos apart: 4,035 from Holbox, 4,026.56 from Isla Mujeres. That is USD 233.98 against USD 233.49. The Holbox column leaves out the drive to Chiquilá, so on the road Holbox costs more. 4, 5, 6, 7, 8, 9

Holbox uses Willy's Tours, the Yum Balam entry fee and the Holbox Express adult fare. Isla Mujeres uses Captain Whale Shark, its 300-peso check-in fee, and Ultramar's 110-peso Ultraplan round trip plus the 36.56-peso sanitation fee. Isla Mujeres's 125-peso reef fee is not in the total, because the sharks gather outside that park. Transport from Cancún to Chiquilá is not included; no public fare was confirmed. Willy's page states all taxes are included and does not itemize the reserve fee.

Before you book the morning

Two small charges and one phone number belong in the plan. VISITAX is Quintana Roo's tax on foreign visitors, paid once per trip through the state portal and commonly reported at 283 to 293 pesos, USD 16.41 to 16.99. It is set as a multiple of Mexico's indexed UMA, so the peso figure moves each year. MMT's VISITAX guide walks the payment. 13, 9

911 is Mexico's national emergency number, reachable statewide in Quintana Roo. In the Cancún Hotel Zone the tourist police also answer 998 885 2277, 24 hours a day. 14

Sargassum decides plenty of Caribbean beach days, and it does not break this tie. On 18 June 2026 the state's monitoring rated Playa Norte, Playa Centro and Punta Sur on Isla Mujeres, and Holbox, green to blue, while 37 of 40 beaches in the state's southern zone sat on red alert.   1. Set the window first

    Aim at June to the beginning of September, the stretch Holbox and Isla Mujeres operators name for frequent sightings, and keep May and mid-September as spares. 4, 5

  2. Choose the operator, then the island

    Get the permit, the swimmers-per-guide number and the time allowed with one animal in writing. The same shared morning runs USD 160 to USD 224.99. 1, 12, 5

  3. Price the whole journey to the dock

    Isla Mujeres: 146.56 pesos round trip from Puerto Juárez. Holbox: 660 pesos round trip from Chiquilá, plus the mainland leg you still have to quote. 7, 6

  4. Pay the fees the tour price leaves out

    225 pesos a day for Yum Balam on Holbox, 300 pesos at check-in with Captain Whale Shark, and VISITAX once for the Quintana Roo trip. 8, 5, 13

Two meters from the sides of the head and three from the tail, with a five-meter minimum observation distance from the boat. One guide supervises five swimmers at a time, boats stay 50 meters apart, and no boat spends more than 30 minutes with a shark or group. The standard is NOM-171-SEMARNAT-2018. 1

Do I pay a park fee for a whale shark tour?

Can children swim with whale sharks?

At six people Willy's smaller boat costs 3,366.67 each, more than its 3,150-peso communal seat. At nine on the larger boat it is 3,205.56, still above the communal price. A private boat buys the schedule and the quiet, not a discount. 4
