Scuba diving in Mexico: where to dive, when to go and what it costs

MORE LIFE. BETTER PLANNED.
Coral reef inside Arrecifes de Cozumel National Park, off Cozumel in Quintana Roo. A two-tank boat dive here runs 95 to 135 USD, or 115 USD at one operator with the marine park fee and tax folded in. 1 · Matthew T Rader · Source · CC BY-SA 4.0

Caribbean reefs, the cenotes, the Sea of Cortez and Socorro, priced per dive from the operators' and the government's own pages, with the calendar that tells you which coast is working when you can travel.

THE SHORT VERSION
  • Mexico holds four different dive trips, and the dearest costs about 4.6 times the cheapest. All in with fees, a Cozumel reef dive works out near 58 USD and a Socorro liveaboard dive near 262 USD. 1, 2, 3, 4
  • The park fee is the line that moves a Socorro budget. CONANP charges 3,760 MXN per person per diving day, about 218 USD, so eight days add about 1,744 USD to the 3,195 USD starting trip price. 3, 2, 4
  • Whale sharks swap coasts with the season. The Caribbean reserve north of the Yucatan recommends April to September and charges 225 MXN a day, about 13 USD; La Paz Bay on the Sea of Cortez runs November to April. 5, 6, 4
  • September to May is the Sea of Cortez window. The sea lion colony at Los Islotes closes for breeding from 1 June, and Cabo Pulmo dives best from September to May at 24 to 28 C. 7, 8
  • A Mexican certification comes as two bills. One Cozumel shop charges about 250 USD to PADI for the eLearning and 400 USD (7,000 MXN) to the shop for the water time, about 650 USD for the Open Water card. 9

Where should you dive in Mexico?

Four regions, four seasons, four prices. Every figure below was read from the operator's or the government's own page on 25 September 2026.

Drop into the blue off Cozumel's southwest coast and the reef comes to you. Palancar runs about three miles in four named sections, Gardens, Horseshoe, Caves and Bricks, and the current usually pushes south to north, so the dive is a drift. 10 The water holds around 78 F in January and reaches 86 F by September. 11

That is one Mexican dive trip. There are four, and they share little beyond the country. Reef walls in the Caribbean off Quintana Roo. Fresh water in the cenotes under the Yucatan. Sea lions and a recovered reef in the Sea of Cortez. Then Socorro, 471 km out from Cabo San Lucas, about 36 hours by sea. 3

Each region keeps its own season, its own fee collector and its own price per dive. Pick the wrong month and the colony you flew for is closed. Pick the right one and a single trip can pair reef drifts with a cenote afternoon. The Mexico country guide covers getting between them.

  • Two weeks and one flight? Fly into Cancun and stay on the Caribbean side. Reef days from Cozumel or Playa del Carmen, cenote days inland, and a whale shark boat in summer.
  • Chasing sea lions or mantas? That is Baja California Sur and a separate flight into Los Cabos or La Paz. Cabo Pulmo sits 2 to 3 hours north of Los Cabos airport by road. 8
  • Socorro wants a week and a liveaboard berth. The cheapest advertised trip is nine days and eight nights for up to 19 dives. 2
  • Want one region with everything priced to the peso? Start with the Cozumel diving budget, then read the fee lines in marine park and conservation fees.

The Caribbean: Cozumel walls and the bull sharks off Playa

Cozumel is the easiest good diving in the country, and its prices say so. A standard two-tank boat dive runs 95 to 135 USD per person across operators. Pelagic Ventures prices its trips at 115 USD with the marine park fee and tax already folded in, so the dock price is the price. 1

Book elsewhere and the fee arrives separately: 15 USD or 220 MXN per person per day for the marine park, cash only, with surcharges on named sites. Punta Sur, Maracaibo and Chun Chacaab add 25 USD or 400 MXN. Columbia, Barracuda and the north sites add 20 USD or 350 MXN. Tiburones, far north, costs 185 USD and wants six divers. 14

Winter changes what swims past. Spotted eagle rays arrive in Cozumel from December to March, and Cantarel, known as Eagle Ray Alley, sometimes shows more than 20 in one dive. 16 Across the channel on the mainland, the bull shark season off Playa del Carmen runs 1 November to 31 March, with December to February the months the local fleet counts the most animals. 17

Those bull sharks come with real science attached. A 2023 peer-reviewed study used a submersible ultrasound at the Playa dive site and confirmed embryos in three free-swimming females, concluding the area may serve as a gestation ground. 18 Where the pups arrive is still an open question. Our bull shark guide for Playa del Carmen has the season and the operators.

The cenotes: fresh water under the Yucatan

The cenotes are the dives people fly back for. The Dos Ojos cenotes belong to the Sistema Sac Actun, which the park's own site calls the longest mapped underwater cave system in the world at more than 376 km of galleries, holding 24 to 25 C all year. 19 While the Caribbean churns in a storm, the fresh water sits still.

Who runs the cenote matters to the bill and to the community. Parque Dos Ojos states plainly that the park is operated by local Maya communities as a responsible ecotourism project, and prices its standard tour at 640 MXN, about 37 USD, with a 960-peso combination tour, about 56 USD, that adds Cenote Nicte-Ha and Cenote Jaguar. 19, 4

Mexico's 2020 census counted 774,755 speakers of Maayat'aan, the Maya language, across the peninsula, including the municipalities these cenotes sit in. 20 The entrance fee you pay at a community-run park is that community's own price, set and collected by the people who manage the water.

For guided cenote scuba, expect 170 USD for two dives or 240 USD for three. Agua Clara Diving Tulum's five to six hour trip at that price includes transport from the shop, gear, cenote entrance fees, a guide, snacks and accident insurance, and asks for an existing certification. 12 Per dive that is 85 USD or 80 USD, more than a Cozumel reef day and the only water in this guide that holds 24 to 25 C in any month.

The Tulum guide covers beds and the drive.

The Sea of Cortez: sea lions and a park that came back

One number explains why divers cross Baja for Cabo Pulmo: a 463 percent rise in the paper's own figure, from 0.75 to 4.24 tonnes per hectare. A peer-reviewed study measured that rise in total fish biomass inside the no-take park between 1999 and 2009, with top predators up 11-fold and carnivores 4-fold, while nearby protected and open-access sites held flat. 21

Cabo Pulmo became a national park in 1995, mainly to protect its coral communities, and holds the largest core no-take share of any marine protected area in the Gulf of California at 35 percent. The paper credits determined local families for the enforcement that made the recovery stick. 21 Large sharks turn up on survey dives here and rarely elsewhere in the gulf.

Diving it is cheap for what you see. Cabo Pulmo Beach Resort prices a two-tank trip at 2,800 MXN, about 162 USD, in groups of six divers per guide, plus a 120 MXN park fee per person per day, about 7 USD, and 600 MXN for full gear. 13, 4 PADI's own guide puts the best diving from September to May, water at 24 to 28 C, with whale sharks passing October to April. 8

Up the coast, La Paz sells the other headline animal. La Paz Divers charges 155 USD to snorkel with the sea lion colony at Los Islotes and 190 USD to dive it, plus 35 USD for gear, with the boat, captain, guide, national park permit and lunch included over a five to seven hour day. 22

  • Los Islotes, 18 m, 80 minutes from the dock, all levels. The sea lion dive. Best from September to May, when the pups are busiest. 7
  • La Reina at Isla Cerralvo, 26 m, 90 minutes. All levels to advanced. 7
  • El Bajo, 40 m, 90 minutes, advanced divers only. A seamount in Espiritu Santo National Park. 7
  • The wrecks: Fang Ming and Salvatierra, both about 20 m. Shallow, close, good second dives. 7

The gulf also has its own whale shark season, opposite the Caribbean's. The Hook Experiences calls La Paz Bay one of the most reliable aggregations in the world from November to April, prices its tour from 2,800 MXN, which the operator shows as about 170 USD, over three to four hours with CONANP and SEMARNAT permits included, and warns that winter water drops to about 68 F. 6

Socorro: what the big animals cost

Socorro is a boat, not a beach. Nautilus Liveaboards runs the Revillagigedo season from November to July out of Cabo San Lucas, with trip prices from 3,195 to 9,790 USD per person. The nine-day, eight-night itinerary includes up to 19 dives, weather permitting; eleven days and ten nights runs to 27. 2

Then the fees land. CONANP's own page for Revillagigedo National Park sets the entrance fee at 3,760 MXN per person per day, about 218 USD, for a diving season it dates November to June, 7 a.m. to 6 p.m. Nautilus adds a 35 USD port fee in cash onboard and requires personal dive and medical insurance with evacuation cover. 3, 2, 4

Park fee converted at 17.2454 pesos per dollar, the Federal Reserve rate of 18 September 2026. Dive insurance, flights to Cabo San Lucas and crew gratuities sit on top. Nautilus's own price range reaches 9,790 USD, so this is a floor.

That is the whole point of reading the government page. Before fees, the cheapest berth works out at 168 USD a dive. With the park and port fees it is 262 USD, and the 1,744 USD of park fees alone buys about 30 Cozumel dives. 2, 3, 1 A booking agency's January 2025 post still quotes 3,688 MXN a day, which tells you the direction fees move. 23

What the money buys is animal traffic you rarely get elsewhere. Nautilus dates whale sharks November to December and again late April to June, humpbacks January to April for mating and birthing, and an April to June baitball season with sharks, yellowfin tuna and wahoo. Up to 12 shark species are on record in these waters. 2 Our liveaboard versus shore diving comparison prices the trade against a land base.

What is the best month for diving in Mexico?

The two coasts take turns, and the cenotes cover the gaps at 24 to 25 C in any month.

Whale sharks are the clearest example of the flip. The Caribbean reserve north of the Yucatan recommends April to September, and an Isla Mujeres operator sells its own season as May to September. 5, 24 La Paz Bay, on the other side of the country, runs November to April. 6 Pick your coast by your calendar.

Nautilus dates its Socorro season November to July; CONANP dates the diving season November to June. Take the government dates as the outer limit and confirm the departure. Cenote diving holds 24 to 25 C in every row.

Read the table as a booking tool. Two weeks in the Riviera Maya in January buys bull sharks, eagle rays and cenotes, with the cheapest reef prices in the guide. The same fortnight in July buys whale sharks and 83 F water on that coast, while the sea lion colony is shut and Socorro closes its season.

How much does a dive in Mexico cost?

Per dive, the spread runs from about 58 USD to about 262 USD. The cheap end is a Cozumel boat dive with the park fee included. The expensive end is a berth on a Socorro liveaboard with the government's daily fee attached. Same country, same certification card, 4.6 times the price. 1, 2, 3

Peso figures converted at 17.2454 per dollar, the Federal Reserve rate of 18 September 2026. Gear rental, flights, beds and gratuities sit outside these figures.

The gaps are worth understanding before you book. Cozumel's price is a short boat ride with the park fee and tax folded in. A cenote day is five to six hours of transport, entrance fees, gear and a guide, and it prices accordingly. Socorro is a 36-hour crossing with a federal fee meter running at 3,760 MXN a day. 1, 12, 3

Gear rental moves every column by a similar amount. La Paz asks 35 USD for a set, Cabo Pulmo 600 MXN a day, Playa del Carmen 440 MXN. 22, 13, 15 Two weeks of diving on rented kit is a real line in the budget, which is the argument for flying your own.

Do you need a certification, and what does it cost?

Yes, and Mexico is a good place to earn it. Blue Note Scuba in Cozumel splits the PADI Open Water course in two: about 250 USD paid online to PADI for the eLearning, and 400 USD or 7,000 MXN paid to the shop for the water, about 650 USD all told. Three days: two at the shore training site, one on the boat. 9

The course covers five confined-water sessions and four open-water dives, with the last two inside the Cozumel Marine Park. Minimum age is 10, and you swim 200 m and tread water to qualify. Finish the theory at home and a two-day referral runs 350 USD or 6,000 MXN plus the eLearning. 9 Compare the bill against home in our scuba certification cost worksheet.

  1. Pick the coast your month is working

Use the calendar above. November to April favors the Sea of Cortez and the Caribbean's sharks; April to September favors Caribbean whale sharks. 5, 6

  2. Check the level your target site asks for

El Bajo at La Paz goes to 40 m and wants advanced divers; Los Islotes at 18 m takes all levels. PADI's Advanced Open Water is five dives, two required plus three chosen locally. 7, 25

  3. Budget the fee collector as its own line

Cozumel's marine park wants 15 USD a day in cash, the whale shark reserve 225 MXN, Cabo Pulmo 120 MXN, Revillagigedo 3,760 MXN. Ask each operator which fees its price already carries. 14, 5, 13, 3

  4. Put the emergency numbers in your phone before the first dive

Divers Alert Network answers 24 hours a day on +1-919-684-9111 in English and +52-557-100-0540 in Spanish for the Latin America and Caribbean region, and accepts collect calls. The SSS chamber in Playa del Carmen answers on +52 984 188 6486. 26, 27

One gap to plan around on the Pacific side. The chamber number above serves the Caribbean coast. Ask your La Paz or Socorro operator, in writing, which chamber it uses and how it would get you there. DAN's hotline covers the whole country either way. 26, 27

Insurance is a boarding condition on a liveaboard. Nautilus requires personal dive and medical cover including evacuation before you board. 2 Read the wording for hyperbaric treatment and boat evacuation limits, then go and get in the water. Isla Mujeres makes an easy first whale shark day, and the Isla Mujeres day trip guide has the ferry times.

Frequently asked questions

Where is the best diving in Mexico for a first trip?

Cozumel. The reef drifts at Palancar run about three miles in four named sections, the water holds 78 to 86 F through the year, and a two-tank boat dive is 95 to 135 USD, or 115 USD at one operator with the marine park fee and tax included. Pair it with a cenote day inland. 10, 11, 1

When can you swim with whale sharks in Mexico?

On both coasts, in opposite seasons. CONANP recommends April to September at the Tiburon Ballena reserve north of the Yucatan, reached from Holbox or Isla Mujeres, at 225 MXN per person per day; one Isla Mujeres operator sells May to September at 160 USD per person. La Paz Bay runs November to April. 5, 24, 6

How much is the Socorro park fee in 2026?

Seniors, pensioned and retired people, people with disabilities and children under 12 are exempt from CONANP's fee, and students and teachers with a valid credential get 50 percent off. Everyone else pays 3,760 MXN per person per diving day, about 218 USD, for a season CONANP dates November to June. Eight diving days add about 1,744 USD to the trip price, plus a 35 USD port fee in cash onboard. 3, 2, 4

Is Cabo Pulmo worth the drive from Los Cabos?

For a diver, yes. Fish biomass inside the no-take park rose between 1999 and 2009, a 463 percent increase in the paper's own figure, from 0.75 to 4.24 tonnes per hectare, with top predators up 11-fold. A two-tank trip is 2,800 MXN, about 162 USD, plus a 120 MXN daily park fee, and the drive from Los Cabos airport takes 2 to 3 hours. 21, 13, 8, 4

What certification do the cenotes and the deeper Baja sites ask for?

Agua Clara Diving Tulum requires an existing certification for its guided cenote dives at 170 USD for two or 240 USD for three; ask your operator which level its particular route needs. In La Paz, El Bajo at 40 m wants advanced divers while Los Islotes at 18 m takes all levels. PADI's Advanced Open Water is five dives. 12, 7, 25

Who do you call for a diving emergency in Mexico?

Divers Alert Network, 24 hours a day, on +1-919-684-9111 in English or +52-557-100-0540 in Spanish for the Latin America and Caribbean region; collect calls are accepted. On the Caribbean coast the SSS recompression chamber in Playa del Carmen answers on +52 984 188 6486, also on WhatsApp. 26, 27
