Three days, four dives, one card
On the third morning you are on a boat off Cozumel and the reef drops away under the hull. The two days before it were a pool, a rented regulator and five sets of skills. Four open-water dives finish the job. Cozumel Diving prices that whole sequence at $539, eLearning and certification fee and marine park ticket included. 1

What moves the price is the city, the agency and what the shop folds into the number: the certification fee, the eLearning, the gear, the marine park ticket, sometimes a cenote and the van that gets you there. How much is PADI Open Water in Cozumel?
Three shops on one island, all quoting in US dollars, read on 25 September 2026.
Cozumel is the steadiest place to certify of the three cities. Three shops quote in dollars and land within about $110 of each other. Cozumel Diving asks $539 for three days, all-inclusive. Blue Magic Scuba asks $540 with free PADI eLearning. Blue Note Scuba splits the bill: about $250 to PADI for eLearning, $400 or 7,000 pesos to the shop, about $650 together. 1, 10, 11

Blue Note Scuba's eLearning fee goes to PADI directly and its in-water fee, $400 or 7,000 pesos, goes to the shop; the shop asks for the ability to swim 200 m and tread water. Its 2026 price list excludes marine park entry at $15 or 220 pesos a person, cash only. Cozumel Diving states the park fee sits inside its price.
The park fee is the line that moves. Cozumel's reefs sit inside a marine national park, and Blue Note's 2026 price list leaves entry out at $15 or 220 pesos a head, in cash. Its course puts the last two dives inside the park, so carry the note on the boat day. Cozumel Diving's $539 already has it. 8, 11, 1

Where can I learn to dive in Playa del Carmen?
Two shops, two agencies, peso prices read on 25 September 2026.
Playa del Carmen is the one city with a real choice of agency at matched prices. Xico Dive Center teaches PADI: 10,000 pesos for the standard three days, 11,000 for a two-day Express. Phantom Divers teaches SSI and SNSI: 9,660 pesos for Open Water over two to three days. At the Federal Reserve's rate that is about $580 against about $560. 4, 5, 3

Xico publishes its own conversions, $588 and $647 and $471, a few dollars above these; the shop's figure is the one it charges. Xico's price covers pool training, four open-water dives, the PADI certification fee, processing and rental gear, and excludes a physician's fee if you need medical clearance.

The Advanced course is where the two agencies land on the same number. Both shops charge 8,000 pesos, about $464. PADI builds its Advanced Open Water from two required dives, deep and underwater navigation, plus three electives, five in all. Phantom's SSI and SNSI version runs five ocean dives, with buoyancy and deep required, and asks for 18 logged dives first. 4, 5, 12, 3
Is an SSI course in Mexico the same as PADI?
One named shop here certifies under SSI and SNSI: Phantom Divers in Playa del Carmen. Its own pages price Open Water, Advanced, the partial Easy Diver course and a referral under those two agencies. The Cozumel and Tulum shops teach PADI. 5, 1, 2, 13
The cards travel between shops. Phantom's Advanced course accepts an entry-level certification from SSI, CMAS, FMAS, NAUI or the equivalent with other agencies, so the agency you start with leaves your next course open. What differs is the money and the paperwork. 5

Tulum: the cenote is in the price
Tulum's two named shops fold cenote diving into the certification, and the total shows it. Zen Diving charges 12,000 pesos for PADI Open Water over about three days, with the instructor, cenote entrance fees, transport, snacks and water inside the number. At 17.2454 pesos to the dollar that is about $696, the highest entry-level price of the seven shops. 2, 3
Ko'ox Diving quotes in dollars: $584 for a five-dive Open Water course with eLearning, leaving Tulum at 8 a.m., and the same $584 for Advanced Open Water on the same terms. 13

Zen Diving publishes no dollar price of its own; the conversion uses the Federal Reserve's rate for 18 September 2026. Zen's figure includes cenote entrance fees and transport. Ko'ox prices these courses departing Tulum at 8 a.m.; it prices the same course at the same $584 from Playa del Carmen and Puerto Aventuras departures too.

Price a cenote dive as its own line. Ko'ox charges $584 for the Open Water course and $704 with two dives at Dos Ojos, so the cenote pair is a $120 step. Mexico's seven shops span about $157 for the same certification. Cozumel Diving's $539 is the floor, Zen Diving's 12,000 pesos the ceiling at about $696. Add the two benchmarks and the spread widens to about $433: Koh Tao under everything, a California shop above it all. 1, 2, 7, 6, 3

The ceiling and the floor buy different days. The $539 in Cozumel is three days of reef off one island. The 12,000 pesos in Tulum is three days that include cenote tickets and the drive to them. The $821 in California is two weekends and no flight. Match the format to the trip you are already taking. 1, 2, 6
Does the referral route save money?
It is the biggest single saving of the three referral routes. A referral puts the classroom and pool work at a dive shop at home and the four open-water dives in Mexico. Cozumel Diving charges $339 for the two-day referral against $539 for the full three days, a $200 difference for the same certification. 1

Do the theory and the pool at home
Any shop teaching your agency can run the classroom work and the confined-water skills, then issue signed referral paperwork. The certification cost worksheet separates tuition, pool time and open-water fees so you can see which half you are buying where.
Send the paperwork ahead
Xico reviews the student's signed referral before it books the dives, so email it with your dates and your agency. Ask how long your home shop's referral stays valid. 4
Dive on arrival
Cozumel Diving's referral finishes in two days: a refresher with an instructor, two shore dives, then two boat dives inside the Cozumel Marine National Park, with the certification processing fee included. 1
Phantom Divers has a second way down the price. Its Easy Diver course is 7,560 pesos for a partial card good to 12 m with a professional, and 5,340 pesos later upgrades it to full Open Water. Together that is more than the 9,660-peso course, which is why the shop's own page points you at the full course. 5
Is it cheaper to certify in Mexico or at home?
Against a California dive shop, Mexico wins on money and on calendar. Diver Dan's in Santa Clara charges $500 in training fees, then $129.98 for the traditional crew pack and DVD rental or $320.99 for PADI eLearning: $629.98 to $820.99 in all. It runs the course over two weekends, classroom and pool first, ocean dives the next, away from the shop. 6
Against Koh Tao, Mexico loses. Black Turtle Dive prices PADI Open Water at 12,950 baht, about $388 at 33.36 baht to the dollar, and Advanced Open Water at 11,900 baht, about $357, both as all-inclusive packages covering certification fees, digital materials and gear. Baht converted at the Federal Reserve's 33.3600 baht per dollar for 18 September 2026, the same release and trading day as the peso rate used elsewhere. Diver Dan's materials run $129.98 for the crew pack and DVD rental or $320.99 for PADI eLearning, and its site points to Monterey for boat diving.
The flight decides it. A course at home asks for two weekends and no airfare. A course in Cozumel asks for three days of a trip you were taking anyway. Six lines in one email settle most of the price difference. Ask them before the deposit, in writing, and compare the answers alongside the totals.
