The free half of Cartagena
The city's most expensive reputation and its cheapest pleasure sit inside the same stone ring.
Getting onto Cartagena's walls costs nothing. The ramparts run around the old city, the most extensive fortifications in South America by UNESCO's account, and the streets inside them are free to walk end to end. Cartagena has a name as Colombia's expensive city. It earns that name in restaurants and on boats. Outside those two, the city gives itself away. 1
UNESCO's listing splits the historic city into three quarters: San Pedro, with the cathedral and the Andalusian-style palaces; San Diego, where merchants and the middle class lived; and Getsemaní, which the listing calls the popular quarter. Getsemaní was the working-class district. It is where the cheap beds and the food carts sit today. The budget map and the old map are the same map. 1
Every figure below was read on 28 September 2026 from the party that charges it: the city's transit decree, the fort's own tariff, the tour company's tip guidance, the national park service's fee table, a hostel chain's live booking page.
Is Cartagena expensive?
Nine prices that actually exist, read on 28 September 2026 and converted at Colombia's own official rate.
Only one line in a Cartagena day is large, and it is the boat. The bus is a dollar. The fort is eleven. A hostel bed is thirteen. The suggested tip on a free tour outruns the fort's ticket. Put them in one column and the city looks less frightening than its reputation. 2, 6, 8, 5, 4

The spread is the story. Four of these lines are under USD 15 and two of them are transport into the city rather than spending inside it. What breaks a Cartagena budget is a single afternoon: a boat charter, a restaurant table inside the walls, a tour sold on the street. Decide those three in advance and the rest of the week runs on small notes.
What does a free walking tour in Cartagena cost?
Free to join, tipped at the end, and for a family it is one of the larger lines of the day.
Beyond Colombia's Old Walled City tour is free to join and suggests COP 50,000 at the end. It runs three hours, every day at 10:00 and 16:00, and meets at the big statue in Camellón de los Mártires square under red umbrellas. Three participants is the minimum for the tour to go. Cancellation is free up to 24 hours ahead. 5
The operator prints that suggested tip as about USD 12. At the official rate for 28 September 2026 it comes to USD 15.12, so the dollar figure on the page lags the peso one. Budget the peso amount. 5, 4
Four people tipping the suggested amount hand over COP 200,000, about USD 60.48. That is more than five full-price tickets to Castillo San Felipe. Free tours are worth paying for, and they are still a budget line; for a family they are one of the bigger ones. Tip what the walk was worth to you. 5, 6, 4
- Take the walk on day one. Three hours with a guide maps the quarters, and everything you skip becomes a free return visit on your own feet. 5
- The same operator runs other tip-based tours in the city, including the Castle, the Great Center and Getsemaní, and San Diego and García Márquez. Each carries its own suggested tip. 5
- Watch the minimum in quiet weeks. A 10:00 slot with two people booked can be called off, so leave the afternoon slot as your fallback. 5
The palenqueras and San Basilio de Palenque
A community with its own name, its own language, and a photograph that comes with a price.
The women selling fruit from wide bowls along those streets are palenqueras, and their name comes from a town of their own. San Basilio de Palenque, a community of about 3,500 people inland from Cartagena, was founded in the seventeenth century by people who freed themselves from slavery and built a walled refuge. It is the one palenque of many that has lasted to the present. 12
The community organizes itself through family networks and age groups called ma kuagro, and speaks Palenquero, which UNESCO describes as the only creole language in Latin America combining a Spanish lexical base with Bantu grammar. UNESCO inscribed its cultural space on the Representative List of the Intangible Cultural Heritage of Humanity in 2008, after proclaiming it in 2005. 12
Where are the cheap eats in Cartagena?
An honest gap, and the method that works around it.
In Cartagena the cheap food is a geography, not a price list. UNESCO's four-hundred-year-old description of Getsemaní as the popular quarter still tells you which streets the city's own kitchens are on, and Mercado de Bazurto, out past the old walls, is where Cartagena shops for its fish and its fruit. 1
Bazurto's vendors keep no price pages, and the city's own tourism site, cartagenadeindias.travel, is mid-rebuild and now redirects to a contracting portal with no visitor content on it. 14

- Eat where the walls end. Prices inside the fortified centre answer to the cruise calendar. Getsemaní and the streets around Bazurto answer to the neighbourhood. 1
- Ask the price before you take the plate. Fruit carts, arepa griddles and juice stands rarely post numbers, and the question costs nothing.
- Measure lunch against a ticket you know. The suggested tip on a free tour is COP 50,000. A lunch that costs more than a three-hour guided walk is a tourist-zone lunch. 5
- Price a long stay differently. For a month with a kitchen and a desk, MMT's remote-work budget worksheet prices the infrastructure a week of eating out hides.
No Cartagena stall, market trader or budget kitchen published a readable price on 28 September 2026, so no meal figure appears above.
How much is Castillo San Felipe de Barajas?
One ticket, four tiers, and a free Sunday that belongs to Colombians.
Full admission is COP 38,000, about USD 11.49. ETCAR, which runs Cartagena's fortifications, set the 2026 tariff in Resolución 005 of 9 January 2026. Colombians with ID pay COP 33,000. Children aged 6 to 13, and students and teachers from public and private institutions with a current card, pay COP 16,000. Guided tours sit outside every tier and are contracted separately at the ticket booth. 6, 4

The open-entry Sunday is ETCAR's own programme and it applies to Colombians, so a visiting passport pays COP 38,000 that day like any other. A Colombian citizen in your group saves COP 33,000 by going on the last Sunday. 6, 4
The fort is a national Bien de Interés Cultural and part of the port, fortresses and monuments of Cartagena that UNESCO inscribed in 1984. It stands in the Pie del Cerro neighbourhood, about ten minutes from the Torre del Reloj and fifteen from Rafael Núñez airport by the fort's own reckoning. Walking to it from the walled city costs nothing. 6, 1
How much does a boat to the islands cost?
A private charter is priced per boat, and two of the cheaper numbers are unpublished.
A private boat is priced per boat, so the number that matters is how many people you can find. Nauty 360 lists a full-day private speedboat from USD 680, 9 a.m. to 5 p.m., for up to 10 people, running to the Rosario Islands, Cholón or Playa Blanca, with captain, fuel, life jackets and a cooler of ice included. Split ten ways that is USD 68 each. Split two ways it is USD 340. 7

The charter price holds at USD 680 whatever the group size, so every extra passenger lowers everyone's share. A private catamaran for up to 20 people starts at USD 2,600, which works out at USD 130 each at twenty. A sunset cruise of at least three hours starts at USD 460. Source: 7
Boats leave from Muelle turístico La Bodeguita, on Avenida Blas de Lezo facing Parque de la Marina, between 8 and 10 in the morning, and the crossing takes one to two hours depending on the vessel and the stops. Return times follow the port authority and the sea, not a timetable. The road route crosses the Campo Elías Terán Dix bridge to Playa Blanca on Isla Barú; boarding a lancha from Playa Blanca on to other park sectors is prohibited. 9

Parques Nacionales Naturales prints one entry fee on its own tariff table for Corales del Rosario y de San Bernardo: COP 11,000, about USD 3.33, for the San Bernardo sector. Guiding, interpretation, transport, lodging, restaurant and day-use services are billed separately by authorized operators and sit outside that fee. Do you need to pay for transport in Cartagena?
Mostly you walk, and when you stop walking the fare is Colombia's highest.
Mostly you walk. The walled city and Getsemaní adjoin each other, and Castillo San Felipe is about ten minutes from the Torre del Reloj by the fort's own reckoning. A budget week in Cartagena is mostly a week on foot. 6
Transcaribe charges COP 3,900 a ride, about USD 1.18, set by Decreto 017 of 15 January 2026 and effective from 23 January. That is up from COP 3,400 in 2025, a rise of 14.7 percent, driven mainly by the minimum-wage adjustment. It is now the highest mass-transit fare in Colombia, as Colombian outlets reported when the decree took effect. 2, 3, 4
A reduced fare, about 26 percent off, applies to some students, to adults aged 62 and over and to people with disabilities registered on Sisbén A or B. Two full-fare rides a day for a week come to COP 54,600, about USD 16.51. A week of walking comes to zero. 2, 16, 4
Getting to Cartagena is the bigger transport line. Wingo's own Bogotá to Cartagena page starts at COP 177,805 one way, before any baggage add-ons, which the airline prices separately. Its own fare calendar moves date by date. The September dates still showing on 28 September 2026 ran from COP 250,900 to COP 545,651, and the dearest date the calendar showed anywhere was COP 760,985. 10

Where to sleep, and what a bed costs
Getsemaní is the budget answer, and the rates move with the calendar.
A dorm bed starts at COP 44,550, about USD 13.47. Viajero Hostels' own site showed two Cartagena properties on 28 September 2026: Centro from COP 44,550 a night with an 18 percent discount applied, and Getsemaní Hostel & Rooftop from COP 51,597, about USD 15.60, with 40 percent off. 8, 4

Those are live, date-dependent rates with the site's own discount already inside them. Treat each as a snapshot of one night, not a rack rate. Three nights at the Centro figure is COP 133,650, about USD 40.42. Move the dates and the arithmetic moves with them. 8, 4
Media Luna Hostel, one of Getsemaní's best-known addresses at Calle de la Media Luna carrera 10-46, lists its pool, rooftop, bar and Wednesday party on its own page. Media Luna publishes no room or dorm rate, so price it through its own booking link before you compare. 17
Sleeping in Getsemaní also removes the transport line from most days, which is the quiet saving. Two Transcaribe rides a day for a week is COP 54,600, and a bed within walking distance of the walls cuts most of that out. Walk onto the walls first
No ticket, no turnstile, no opening hour to plan around. Do the ramparts before the middle of the day and you have already had the best of the city for nothing. 1
Join the 10:00 tour at Camellón de los Mártires
Look for the big statue and the red umbrellas. Three hours, minimum three participants, free cancellation up to 24 hours ahead, and COP 50,000 suggested at the end. 5
Eat outside the walls
Getsemaní and the streets out toward Bazurto. Ask the price before you accept the plate, because the stalls rarely post one and no published figure for a Cartagena street meal exists to quote you. 1

Is Getsemaní or the walled city the cheaper base?
Getsemaní. It holds the budget hostels, including Viajero's own rooms from COP 44,550 and COP 51,597 a night, and it sits within walking distance of the walls, which cuts the transport line most days. The walled city's restaurants and shops answer to the cruise calendar, which is where Cartagena's reputation for expense comes from. 8, 4
How much is Transcaribe's reduced fare, and who qualifies?

Does Castillo San Felipe's last-Sunday free entry apply to foreign residents, or only Colombian citizens?
ETCAR's own visitor page grants free entry on the last Sunday of the month, except January and December, to colombianos, Colombian nationals. It states nationality, not residency, so a foreign resident without Colombian citizenship should expect to pay the full or national tariff and confirm at the booth. 6, 4
How long is the crossing to the Rosario Islands, and when do boats come back?
Parques Nacionales puts the sea crossing from Muelle turístico La Bodeguita at one to two hours, depending on the vessel and the stops, with boats leaving between 8 and 10 in the morning. Return times follow the port authority and the sea rather than a published timetable. 9
Is there a national park entry fee for the islands?
The park service publishes COP 11,000, about USD 3.33, for the San Bernardo sector of Corales del Rosario y de San Bernardo. Its tariff table prints no separate figure for the Rosario sector, and it asks visitors to confirm the amount with the protected area before going. When is the cheapest time to visit Cartagena?
The rainy months, May to November, with October the wettest, against a dry season from December to April. The prices on this page are September ones. 18
Is Cartagena safe to visit?
The US State Department's Colombia advisory of 31 March 2026 sets the whole country at Level 3, reconsider travel, citing crime, terrorism, civil unrest, kidnapping and natural disasters. Its Level 4 do-not-travel zones are Arauca, Cauca outside Popayán, Valle del Cauca outside Cali, Norte de Santander and the 10 km strip along the Venezuela border. Bolívar, the department Cartagena sits in, is absent from that list. 19
Do you pay to photograph the palenqueras?
Yes, and agreeing the amount first is the courtesy. Travel accounts put the customary figure around COP 10,000 to COP 20,000 a person, though no association or public body publishes a rate. The palenqueras trace their name to San Basilio de Palenque, a self-governing community of about 3,500 founded by people who freed themselves from slavery, whose cultural space UNESCO inscribed in 2008. 13, 12
